Review and evaluate position descriptions in accordance with OPM Classification Standards. Apply classification standards and supplemental guidance to determine title, series and level in compliance with OPM’s Classifier’s Handbook and Qualification of Standards.
Keep abreast of classification appeal decisions to determine organizational impact and impact on classification practice.
Provide management with insight in establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development.
Make distinctions in the proper crediting of factor levels and ultimate allocation of grade levels to positions and communicates grade distinctions to management with supporting criteria and justification.
Conduct audits and prepare written evaluation statements. Determines whether an accretion of duties is justified or that the position is classified correctly.
Assist in planning and conducting studies to identify short- and long-range classification needs.
Advise managers on how to design positions for a complex organization in an alternative personnel system context.
Maintain and ensure position classification accuracy and consistency in interpreting and applying position classification standards.
Develop job descriptions and implement standardized/benchmark position descriptions for a variety of federal occupational series including professional, administrative, technical and wage grade.
Degree in HR or related field strongly preferred.
Active technical federal experience with a minimum of 8 years of experience serving in a senior level HR Specialist or HR Consultant role providing classification at a GS-13 equivalent position.
Subject matter expertise in Federal OPM rules and regulations, classification standards, and federal regulations.
Understanding of how to comply with risk factor determinations and complete cover sheets that align with the position.
Exceptional organizational skills and the ability to handle multiple priorities.
Excellent writing skills with specific attention to detail.
Excellent analytical, research skills and customer service skills.
Operate a PC in an office environment with average or better skills with the Microsoft Office Suite.
Experience with alternative Federal personnel systems such as Lab Demo and/or AcqDemo preferred.
Active or recent federal security clearance preferred.
