Job Description:

This position is responsible to manage all aspects of Payroll, Benefits, Human Resources, Recruiting, and Safety, to form an integral part in the achievement of the Company's operational objectives. Manage a workforce of 350+ full-time employees, which include employees in Oregon and Washington. This position is regular, full-time working out of the corporate office in Hillsboro, Oregon, and reports directly to the CFO/VP of Operations.

Responsibilities:

· Employee onboarding and off-boarding

· Manage Internal Recruiters and Payroll Staff

· Provide personal recruitment for upper management positions

· Handle employee relations, employee performance management, and manager coaching

· Partner with management on developing employees, implementing new initiatives

· Oversees bi-weekly payroll, ensuring compliance with all applicable state and federal wage and hour laws

· Payroll tax reporting and payment processing (bi-weekly, Quarterly, Annual)

· Responsible for Union compliance, reporting and payment processing

· Responsible for Prevailing Wage compliance

· Prepare Intents and Affidavits for Washington Prevailing Wage jobs

· Maintain Owner Controlled Insurance Program/Contractor Controlled Insurance Program OCIP/CCIP hours tracking

· Ensure compliance with applicable State, Federal and industry regulations

· Implements and updates the Company’s compensation program, rewrites job descriptions as necessary, and monitors the performance evaluation process

· Develops, recommends, and implements personnel policies and procedures, prepares and updates handbook on policies and procedures

· Re-evaluation of policies for accuracy and effectiveness

· Maintain risk management of vehicle and equipment incidents

· Participate in annual Corporate Insurance renewals and other benefits

· Administer comprehensive benefits program, including open enrollment

· Maintain compliance for the 401k plan, including bi-weekly payments and annual reports

· Conduct EEOC annual reporting

· Oversee the corporate Safety Program

· Manage workers’ compensation program including claims, return to work, OSHA log, and retro programs

· Prepare unemployment responses

· Prepare documentation for annual audits for specific agencies

· Manage annual employee appreciation functions (Christmas Party, etc)

· Ensure Federal Motor Carrier Administration compliance including written programs

· Assist in planning and execution of initiatives to achieve Company goals and objectives

· Occasional travel between locations may also be required (Oregon & Washington)

· Become a Timberline (Sage 300) Payroll module software expert

· Strategic planning and execution of initiatives to achieve Company goals and objectives

· Work cooperatively with employees and management in a positive and friendly manner. Become a trusted advisor for employment issues

Qualifications:

  • A minimum of 5+ years of supervisory experience with in-house payroll, benefit administration, and human resources.
  • Human Resource certified: SPHR/PHR/HRCI and/or related college degree required.
  • Sage 300/Timberline or similar payroll software experience preferred.
  • Union and Prevailing Wage payroll experience highly preferred.
  • Construction payroll/office experience highly preferred.
  • Knowledge of OSHA Safety compliance.
  • Intermediate to advanced knowledge of MS Office programs, Word, Excel, Outlook.
  • Bilingual English/Spanish preferred.
  • High attention to detail and accuracy.
  • Ability to process accurate payroll, produce reports, create forms, etc.
  • Ability to multitask, prioritize tasks, maintain organized paperwork, and meet deadlines in a fast-paced, deadline-driven environment, with frequent interruptions.
  • Ability to secure confidential information.
  • Provide outstanding customer service skills.
  • Ability to communicate with clear verbal and written skills.
  • Maintain consistent attendance and punctuality.
  • Ability to work well with others.
