Summary

A successful candidate in this position will accomplish the NNSA Office of Civil Rights’ program responsibilities, analyze and investigate formal EEO complaints and allegations of discrimination, recommend solutions and resolve EEO issues, and oversee and manage EEO service-support contracts.

Responsibilities

As an Equal Employment Specialist, you will:
Process formal federal-sector Complaints of Discrimination in conformance with EEOC Management Directive 110.
Prepare metrics and perform statistical analyses regarding complaints of discrimination, identifying significant issues and trends.
Develop, organize, track, and execute case-management actions, and manage special projects as assigned by supervisor.
Analyze, develop, prepare, monitor, and execute Affirmative Employment reports and plans, in compliance with the EEOC Management Directive 715; the Office of Personnel Management's (OPM) Federal Equal Opportunity Recruitment Plan and Disabled Veteran's Affirmative Action plans; and Presidential Executive Orders.
Design and develop federal-sector EEO training lesson-plans and curricula. Deliver live, interactive EEO and Anti-Harassment training and briefings to a wide variety of audiences, including agency line-level employees, management, and senior-level executives.
Perform additional collateral-duty assignments (including Contracting Officer Representative, EEO Counselor) as assigned by supervisor.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: experience implementing federal-sector EEO regulations, laws, and direction as prescribed within the EEOC’s Management Directives 715 and 110; experience in providing timely and reliable EEO-related advisory services to both employees and management concerning federal-sector Equal Employment Opportunity workplace issues; and experience in federal-sector EEO complaint case-management (in accordance with EEOC Management Directive 110).

Skill in providing and/or ensuring timely and effective advisory services, analyses, processing, investigations, quality assurance reviews, metrics, and case-management of assigned Federal-Sector formal and informal complaints of discrimination.

Knowledge of alternative agency-provided assistance resources and practices (including Alternative Dispute Resolution, Office of the Ombudsman, Employee Assistance Program, Employee Relations Branch, etc.) to assist individuals to promptly and effectively informally resolve workplace conflicts and issues.

Knowledge of Federal Human Resource requirements and administration including appeals and grievances, labor relations, pay and position classification, recruitment, and selection to investigate and resolve issues.

Knowledge, understanding and application of EEOC Management Directive 715, EEOC Management Directive 110, Federal Sector EEO laws, court and administrative decisions, regulations, policies, directives, practices and procedures to identify barriers to Equal Employment.

Knowledge of Federal Acquisition Contracting Officer Representative (COR) regulations, processes, and certification requirements in order to effectively perform responsibilities as a primary collateral-duty Contracting Officer Representative (COR).

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade/Band: You must have completed 52 weeks in a position equivalent to the next lower band, i.e., NQ-01, or GS-07/08.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.

You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.

Education

EDUCATION:
There are no education requirements for this position. For the NQ-02, you must have one year of specialized experience which is equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the federal system, i.e., NQ-01 or GS-07/08 grade level.

OR

You may substitute the completion of two full years of graduate education or all the requirements for a master's (or higher) degree in a field directly related to analysis work (e.g. business administration, human resources, accounting, finance, or similar) for specialized experience requirement for NQ-02. Such education must demonstrate the knowledge, skills and abilities necessary to perform the work of the position. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements.

You will be evaluated for this job based on how well you meet the qualifications above.
